The owner of Shada Consulting Services, LLC is Juliana Etland. 

Juliana is a retired federal agent and specially appointed federal prosecutor with over 20 years of legal and investigative experience in the field of health care fraud. 

Juliana investigated health care fraud as both a Postal Inspector, and as a special agent with the Office of Inspector General (OIG) for the US Department of Health and Human Services (HHS). After spending the majority of her law enforcement career with the OIG for HHS, Juliana wrapped up the last three years of her 30+ year career as a federal employee as a special prosecutor in federal court, focusing her efforts on health care fraud prosecutions. 

Juliana worked both criminal and civil investigations, including qui tam investigations, in her career as a Postal Inspector and OIG agent with HHS. During her tenure as a special agent with the OIG, Juliana successfully obtained 45 convictions, resulting in the return of over $84 million to the Medicare Trust Fund. 

In this role as an OIG agent with HHS, Juliana also served on an investigative team for the Health Care Fraud Prevention and Enforcement Action Team, or HEAT Initiative during the initial roll out for Baton Rouge’s Middle District of Louisiana. In 2012, Juliana accepted a detail to the United States Attorney’s Office in New Orleans as that of a special prosecutor, a Special Assistant United States Attorney, assigned to prosecute health care fraud cases. In this role, Juliana prosecuted numerous types of health care fraud, with both private and the public sector victims.
